If God ordains sin, does it violate James 1:13?

Visitor: "man's will is not free to choose a course contrary to God's purposes nor free to act contrary to his own moral nature."<< (Quoting The Myth of Free Will by Walter Chantry) - Question:  An inevitable logical consequence of this claim is that man's own moral nature is aligned with God's purposes. In other words, every sin people commit is purposed by God. This seems to conflict with James 1:13 - 'Let no one say when he is tempted, “I am being tempted by God”; for God cannot be tempted by evil, and He Himself does not tempt anyone.' How do you reconcile your claims with this verse?
